The recent rejection of the proposed constitution of the European Union by a popular vote in both France and the Netherlands has been billed as "the end of Europe" by former president of the European Commission Romano Prodi. The "no" vote reflects deep popular misgivings about the current state of the EU and the direction it will take in the future. Jim Cloos will discuss what Europe’s role will be in the international community and its transatlantic partnership with the United States after the clear rejection of a document intended to bring about a United States of Europe.

Currently foreign policy advisor to Javier Solana, the secretary general of the Council of the EU and high representative for the Common Foreign and Security Policy, Jim Cloos is director of Transatlantic Relations, Latin America, the U.N., Human Rights, and Counter-Terrorism at the General Secretariat of the EU Council of Ministers. Cloos was head of the Cabinet to the President of the European Commission from 1995-1999. He took an active part in the drafting of the Maastricht Treaty during the first half of 1991. His recent publications include USA and EU: What Kind of Partnership for the 21st Century? and US and EU: Partners or Competitors? Cloos is a native of Luxembourg and holds degrees from the University of Reading (UK), Institute d’Etudes Politiques in Paris, and the University of Paris IX-Dauphine.
