Andrew Seaton took up his appointment in Chicago in August 2003. After completing his education at the University of Leeds and Beijing University, he joined the UK Foreign Office in 1977. In 1981, he was appointed Trade Commissioner, dealing with China Trade, in Hong Kong. Returning to the Foreign Office in London in 1987 he served first in the Personnel Policy Department, responsible for all recruitment to the Foreign Office, and then as head of the China desk. He then worked in the Overseas Development Administration, as Deputy Head of the Aid Policy Department, responsible for development aid strategy and resources. He returned to Hong Kong in 1995 serving as Counsellor and Deputy Consul General. From 2000 to 2003 he was the Head of China Hong Kong Department at the Foreign Office.
