une exception des ONG françaises" (in French) Mr. Rubio will turn a critical gaze towards the “French” NGO, which has developed more recently than similar organizations elsewhere in the international community. He will explore the relationship between this organizational jeunesse, and the strong French tendency towards work involving medical and emergency relief. In this manner, Mr. Rubio will seek to situate the “French” NGO within the broader world community of civil society organizations. François Rubio is Legal Director for Médecins du Monde and specializes in not-for-profit law. He is also a professor at the Institute for the Study of International Relations in Paris, and is a frequent speaker at international conferences. Médecins du Monde is a non-governmental organization (NGO), based in France, that is active in improving access to health care for poor and excluded populations in Latin America, Africa, Eastern Europe, Southeast Asia and France. Additionally, MdM provides emergency medical assistance to populations stricken by war or natural disasters.
