Mr. Rubio will introduce the numerous programs spearheaded by MdM, and will provide a perspective on the ethical and legal concerns that shape the operation and administration of an international humanitarian organization. In addition, he will discuss the education and training that MdM perceives as being the most essential for the effective realization of its diverse objectives.

François Rubio is Legal Director for Médecins du Monde and specializes in not-for-profit law. He is also a professor at the Institute for the Study of International Relations in Paris, and is a frequent speaker at international conferences. Médecins du Monde is a non-governmental organization (NGO), based in France, that is active in improving access to health care for poor and excluded populations in Latin America, Africa, Eastern Europe, Southeast Asia and France. Additionally, MdM provides emergency medical assistance to populations stricken by war or natural disasters.
