Thomas Navratil has been a career member of the U.S. Foreign Service since 1984, specializing in political and security issues, with a particular focus on Japan and Russia. Prior to taking up his current position as Deputy Director in the State Department's Office of Nordic and Baltic Affairs, he held positions in the U.S. embassies in Tokyo and Moscow, including serving as Deputy Director/Acting Director of the Political-Internal Unit of the embassy in Moscow from 1996-98. From 2002 to 2004 he was Director of the Counterterrorism Finance and Designations Unit in the State Department's Office of the Coordinator for Counterterrorism.
