Synopsis: "Frankenstein’s monster, as we all know, changed his maker, Dr. Frankenstein. In the same way, the creatures fashioned by international lawyers – inter-governmental organizations such as those of the UN system – are changing us. Inter-governmental organizations (or IOs) have changed our sources of law, the substantive content of our law, as well as the actors that make it. And, as my reference to Frankenstein suggests, IOs pose new risks and challenges." [excerpt from speech delivered at The Hague]

Jose Alvarez is the Hamilton Fish Professor of International Law and Diplomacy at Columbia Law School and the President of the American Society of International Law. His principal areas of publishing and teaching are international law, especially international organizations; international tribunals; war crimes; international legal theory; and foreign investment. In this talk he will be discussing his forthcoming book, International Organizations as Law-Makers (Oxford University Press, 2005).

Professor Alvarez's biographical details are as follows:
B.A., Harvard, 1977; B.A., Magdalen College, Oxford University, 1979; J.D., Harvard, 1981. Attorney-adviser, U.S. Department of State, Office of the Legal Adviser, 1983-88. Professor, University of Michigan Law School, 1994-99. President, American Society of International Law (2005-06). Member, Council on Foreign Relations and Department of State Advisory Committee on International Law.
